Taiwan FSC Steps Up Financial-Sector Investment Drive to Attract Foreign Institutions

The Financial Supervisory Commission is continuing to open up a wider range of financial products, cross-border services and wealth-management business as part of its effort to turn Taiwan into an Asian asset-management hub. It is also working with the Kaohsiung City Government to develop a special financial zone. Since the zone was launched in July 2025, regulators have initially approved 14 banks, three life insurers and five securities investment trust and consulting firms, for a total of 22 companies, to establish operations there. The aim is to use the financial cluster to encourage international institutions to make Taiwan a regional operating base.

The FSC said on March 17, 2026, that no new foreign financial institutions had entered Taiwan in the past three years. BNP Paribas Cardif General Insurance had posted losses for at least five consecutive years, and its parent company's capital injections totaling NT$483 million over the past three years had failed to improve its performance. The insurer applied to suspend operations at the end of February and held a market share of just 0.04%. Over the same period, Credit Suisse's Taipei securities branch exited in May 2024, Société Générale's Taipei securities branch withdrew in August 2025, and Prudential Financial Securities Investment Trust ceased operations on July 1, 2025, following its acquisition by E.SUN Financial Holding.
