2026 Taiwan Internet Governance Forum Explores Stablecoins for Taiwanese Businesses and AI Agents
U.S. dollar-backed stablecoins account for more than 90% of global stablecoin issuance by value, led by Tether’s USDT and Circle’s USDC. For Taiwanese businesses, this makes cross-border payments a matter not only of efficiency but also of monetary sovereignty. Emerging markets often face foreign-exchange controls and difficulties opening U.S. dollar accounts, prompting XREX Group to advocate regulated stablecoins as a way to bridge payment gaps.
At a Taiwan Internet Governance Forum workshop on May 14, 2026, legislator Ko Ju-Chun called for an assessment of issuing a New Taiwan dollar stablecoin. No issuance amount or timetable has been announced. XREX CEO Wayne Huang said the group’s Singapore subsidiary obtained a Major Payment Institution license from the Monetary Authority of Singapore in May 2024. Stablecoins could also enable AI agents to make automated payments around the clock, subject to preset limits and trigger conditions.
