Taiwan Issues AI Talent Guidelines 3.0, Strengthening Governance and Collaboration Standards

Taiwan’s Ministry of Digital Affairs introduced the Guidelines for Recognition of AI Industry Talent in 2025, establishing three talent categories — application, development and research — and a five-competency framework. The guidelines serve as a common benchmark for corporate recruitment, course design by training providers and professional certification. Version 3.0 also aligns with the Artificial Intelligence Basic Act announced in January 2026 and addresses industry demand for risk governance and new development capabilities.

The ministry’s Administration for Digital Industries released version 3.0 on May 19, 2026, adding “AI governance literacy” and “AI collaboration and development.” The Executive Yuan approved it for the record on May 21. The initiative now has 25 ecosystem partners, including 18 training providers, four certification bodies and three platforms. AI-related courses recorded nearly 3,600 attendances in the first quarter of 2026.
