Agent Credentials Verify Payments but Not Hidden Incentives
AI agents are moving from product discovery into checkout, forcing merchants to distinguish authorized software from malicious bots and confirm that a consumer permitted a payment. Visa’s Trusted Agent Protocol, developed with Cloudflare, uses cryptographic signatures to identify an agent, bind its request to a merchant and convey consumer or payment identifiers. That plumbing can establish who initiated a transaction and whether the instruction is valid. It does not show whether referral fees, data-sharing deals or a platform’s commercial strategy shaped the agent’s recommendation, leaving a central conflict-of-interest risk unresolved.
Visa unveiled the protocol on Oct. 14, 2025, saying AI-driven traffic to U.S. retail websites had surged more than 4,700% in the prior year and that 85% of people who used AI for shopping reported a better experience. In a January 2026 white paper, the Consumer Bankers Association warned that developers could steer agents toward higher-revenue merchants or payment rails, while merchants could use direct payments, affiliate commissions or data-sharing arrangements to win preference. The debate therefore shifts digital trust beyond authentication toward disclosure of funding, incentives and the party that ultimately benefits.
