OSL Group Partners With Hong Kong Stablecoin Licensees to Build Regulated Digital-Asset Ecosystem

Hong Kong’s Stablecoins Ordinance took effect on August 1, 2025, establishing a licensing regime for fiat-referenced stablecoins and placing issuers under the supervision of the Hong Kong Monetary Authority. The regime covers reserve assets, redemption and risk management, while providing a framework for trading and payment platforms to integrate regulated stablecoins. OSL Group is a partner platform, not one of the issuers licensed in this round.

On April 10, 2026, the Hong Kong Monetary Authority granted the first two stablecoin issuer licenses to Anchorpoint Financial Limited and The Hongkong and Shanghai Banking Corporation Limited, with the licenses taking effect the same day. OSL Group said it would work with the licensed issuers to connect trading and payment services. The company did not disclose the value of the partnerships, while the two licensees are expected to begin operations after completing preparations within several months.

Hong Kong has brought fiat-referenced stablecoins under a licensing regime that requires issuers to maintain full reserves, ensure redemption capability and implement risk controls. The first licenses are seen as a benchmark for market access. Despite receiving applications from 36 institutions, the Hong Kong Monetary Authority has kept a tight cap on license numbers and favored initial trials by traditional banks and regulated operators.

The HKMA had initially planned to announce the first recipients in March 2026, but postponed the awards until July, when it issued two licenses to HSBC and Anchorpoint Financial Technologies, a joint venture among Standard Chartered, HKT and Animoca Brands. OSL, previously rumored to have been shortlisted, did not receive a license. Neither institution has disclosed its planned issuance volume or formal launch date.
