OpenAI’s $500 Billion Stargate Plan Stalls Amid Financing Pressure
Stargate was unveiled at the White House on January 21, 2025, led by OpenAI and SoftBank with participation from Oracle and Abu Dhabi’s MGX. The plan called for $500 billion of investment over four years, including an initial $100 billion deployment, with the goal of securing 10 GW of U.S. AI infrastructure by 2029. The project is central to OpenAI’s effort to reduce its reliance on Microsoft and will test whether sufficient power, chips and capital can be secured in tandem.
A February 22, 2026, report said the joint venture had no dedicated team and had failed to finalize agreements through Oracle and SoftBank for 10 GW by the end of 2025. OpenAI shifted toward AWS and Google Cloud while adding AMD. On March 6, Oracle and OpenAI canceled an expansion in Abilene, with Meta considering taking it over. On April 22, OpenAI said it had identified sources for more than 8 GW and raised its 2030 target to 30 GW.
