Senate CLARITY Vote and Fed Decision Test Bitcoin
The Digital Asset Market Clarity Act is designed to divide oversight of digital assets between the U.S. Securities and Exchange Commission and the Commodity Futures Trading Commission, creating federal rules for tokens, exchanges and brokers. Its progress is pivotal for an industry seeking clearer treatment of crypto securities and decentralized commodities such as bitcoin. The vote arrives as the Federal Reserve confronts persistent inflation and an oil-price shock, a combination that can lift yields, tighten financial conditions and pressure non-yielding risk assets.
The Senate is due to hold a procedural vote at 2:15 p.m. ET on Sept. 15, requiring 60 votes to advance the revised CLARITY Act to floor debate. The Federal Reserve follows on Sept. 16, with markets expecting a 25-basis-point increase to a 3.75%-4% target range; CME Group’s FedWatch Tool priced just a 13.3% chance of no change. Bitcoin slipped to about $77,800 after closing the week near $76,800 and below its 50-week exponential moving average around $77,400, while oil above $100 a barrel reinforced inflation concerns.

The history behind this eventBitcoin Tops $65,000 as Senate Delays CLARITY Act
The CLARITY Act is a closely watched U.S. legislative effort to define the market structure and regulatory treatment of digital assets. Its progress in the Senate matters to crypto investors because clearer rules could shape how tokens, trading platforms and other market participants operate in the United States. Still, policy developments are only one part of the outlook, alongside spot Bitcoin ETF flows and movements in the U.S. dollar.
The U.S. Senate failed to pass the CLARITY Act before its recess, pushing consideration to September. Bitcoin nevertheless climbed above $65,000 and traded past $65,200, helping lift the broader cryptocurrency market. Analysts said investors had largely priced in the legislative delay, limiting its impact on risk appetite. Continued inflows into spot Bitcoin ETFs and a weaker dollar provided stronger near-term support for the rally.
XRP Leads Crypto Losses as Senate Delays Clarity Act Vote
The Crypto Clarity Act is viewed as a key step toward defining the US regulatory framework for digital assets, with investors looking to Congress for clearer rules governing the industry and token markets. Delays have prolonged policy uncertainty, leaving major cryptocurrencies sensitive to developments in Washington and putting added focus on XRP, whose outlook is closely tied to regulatory clarity.
The US Senate has confirmed that a vote on the legislation will not take place until after the September recess, weighing on market sentiment. XRP fell 5.5% over seven days, leading losses among major cryptocurrencies as traders reassessed the timing of regulatory progress. Bitcoin performed more steadily, fluctuating around the $64,000 level while investors awaited a revised vote schedule and further policy signals.
CLARITY Act Clears Senate Panel as Bitcoin Briefly Hits $82,000
The Digital Asset Market Clarity Act, or CLARITY Act, aims to divide regulatory responsibilities between the U.S. Securities and Exchange Commission and the Commodity Futures Trading Commission, establishing a federal framework for token issuance and trading. The House passed the bill by 294–134 on July 17, 2025, leaving its progress in the Senate pivotal to breaking the long-running regulatory deadlock.
On May 14, 2026, the U.S. Senate Banking Committee approved the CLARITY Act by 15–9. The measure must still be reconciled with the Senate Agriculture Committee’s version before going to the full Senate for a vote. The news briefly pushed Bitcoin above $82,000 before it retreated to around $81,500. Nvidia gained more than 4% the same day, helping the S&P 500 close above 7,500 for the first time.
US Senate Could Hold CLARITY Crypto Bill Markup as Early as Next Week
The CLARITY Act seeks to establish a US crypto-asset market structure framework and clarify the division of regulatory authority between the Securities and Exchange Commission and the Commodity Futures Trading Commission. If the bill reaches the full Senate, it would typically need at least 60 votes to advance, making bipartisan cooperation critical to its prospects of becoming federal law. Current polling shows that most voters support clear cryptocurrency rules.
Coinbase Vice President of Policy Kara Calvert said at Consensus 2026 that the Senate Banking Committee could take up the bill as early as the following week. The committee subsequently scheduled a markup for May 14 and voted to advance the CLARITY Act. The bill must still clear a full Senate vote, while lawmakers' dispute over crypto-asset ethics rules for government officials could affect the final timetable and bipartisan support.
