China Tightens AI Micro-Drama Rules as 98.7% Fail to Break Even

Generative AI has slashed the cost of producing mid-tier animated micro-dramas in China to 800-1,200 yuan ($112-$168) per minute, roughly one-fifth of a live-action production. DataEye-ADX recorded 221,900 original AI drama and animation releases on Douyin in the first half of 2026. Yet increasingly similar characters, fragmented traffic and viewer fatigue have weakened the economics of the rapidly expanding format.

China’s National Radio and Television Administration implemented its Micro-Drama Development Management Measures on Sept. 1, 2026, as data showed only one in every 77 new productions broke even within six months, leaving 98.7% unprofitable. Using 300,000 yuan and 800,000 yuan as investment thresholds, the three-tier system assigns reviews to platforms, provincial regulators or the national authority. The rules also require prominent AI labeling in every episode, regular audits of recommendation algorithms and stronger copyright compliance.
