Payoneer Seeks U.S. Bank Charter, Plans PAYO-USD Stablecoin
Payoneer provides cross-border payment services to nearly 2 million customers, most of them small and medium-sized businesses. Stablecoins could reduce friction in cross-border settlement, but their issuance, reserve management and custody must be regulated. Securing a national trust bank charter from the U.S. Office of the Comptroller of the Currency, or OCC, is therefore a key step in bringing digital-asset services into Payoneer’s core business.
On February 24, 2026, Payoneer applied to the OCC to establish PAYO Digital Bank and proposed issuing PAYO-USD, a stablecoin compliant with the GENIUS Act, for customers to hold in wallets and use for payments and receipts. If approved, the bank could also manage its own reserves, provide custody services and convert funds into local currencies. The company had partnered with Bridge just one week earlier and has not disclosed the planned issuance volume or an approval timetable.
