Russia Turns Fintech Into an Economic Defence System
Russia’s full-scale invasion of Ukraine in February 2022 triggered sweeping sanctions, including the removal of major Russian banks from SWIFT, a freeze on central-bank assets and tighter export controls. Moscow has since treated financial technology as strategic infrastructure rather than merely a source of commercial innovation. Bank of Russia-led systems including SPFS, Mir and the Faster Payments System now underpin domestic settlement, preserve payment continuity and reduce dependence on foreign-controlled financial networks.
Bank of Russia data show cashless payments accounted for 88% of retail turnover in 2025. As of Jan. 1, 2026, the national payments network comprised 31 payment systems and 353 money-transfer operators. The digital ruble’s broader rollout is scheduled for Sept. 1, 2026, initially covering major banks and their retail clients with annual revenue above 120 million rubles. Requirements will expand in stages to other banks and merchants through September 2028.
