Dinaro Becomes Slovenia’s First MiCA-Listed Stablecoin Issuer
The European Union’s Markets in Crypto-Assets Regulation established a common rulebook for crypto issuance and services, with its stablecoin provisions applying from June 30, 2024. Electronic money tokens, or EMTs, must be issued by eligible electronic money or credit institutions. Dinaro, a Slovenian payments provider supervised by the Bank of Slovenia, offers services including card issuance and acquiring. Its listing gives Slovenia its first domestic issuer in ESMA’s MiCA EMT dataset.
ESMA updated its interim MiCA registers on Aug. 12, 2026, adding Dinaro and taking the EMT register to 43 entries. No token name or issuance amount was disclosed. The authorized crypto-asset service provider list added Czech lender Partners Banka and Germany’s Volksbank Beilstein-Ilsfeld-Abstatt, while Czech firm Altlift was removed, leaving 325 CASPs. The asset-referenced token register remained empty, and the non-compliant entities list was unchanged at 167.
