Timor-Leste Leverages ASEAN Entry to Expand Financial Inclusion
Timor-Leste formally became ASEAN’s 11th member at the bloc’s 47th summit in Kuala Lumpur on Oct. 26, 2025, completing an accession process begun in 2011. Membership offers the petroleum-dependent economy broader access to regional trade, investment and digital infrastructure. With about 42% of the population living below the national poverty line, expanding affordable financial services is central to supporting households, small businesses and economic diversification.
Digital payments in Timor-Leste exceeded 5 million transactions in the first quarter of 2025, with volume rising 12% and value increasing 16% from a year earlier. Banco Central de Timor-Leste plans to roll out Timor Unique QR, or TUQR, as a national payment standard in August 2026, laying the groundwork for links to ASEAN’s QR network. Parliament also approved a new financial-system and banking framework on July 14, strengthening supervision and establishing deposit-insurance and resolution funds.
