Taiwan’s NCCC Formally Launches Post-Quantum Cryptography Migration Plan to Safeguard Digital Payments
The National Credit Card Center of R.O.C. is a critical part of Taiwan’s credit card transaction and clearing infrastructure. Advances in quantum computing could eventually compromise the RSA and ECC encryption algorithms now in use. Financial institutions must therefore prepare to migrate to post-quantum cryptography, or PQC, to protect payment data from “harvest now, decrypt later” attacks.
Under the guidance of the Financial Supervisory Commission, the NCCC recently formally launched a PQC migration project. It will prioritize strengthening its cryptographic infrastructure and introduce crypto-agility by design to enable rapid algorithm replacement in the future. As of July 20, 2026, no completion date, phased timetable or investment amount had been disclosed.
