South Korea Fines KT 53.98 Billion Won Over Data Breach

KT Corp., South Korea’s second-largest mobile carrier, came under scrutiny after weak controls over femtocells allowed unauthorized equipment to connect to its network. The breach exposed subscriber identifiers, including mobile numbers and device-related data, enabling fraudulent carrier-billed purchases. The episode underscored how flaws in telecom infrastructure can escalate beyond privacy violations into direct financial losses for customers.

Unauthorized payments began surfacing on Aug. 27, 2025, and the Ministry of Science and ICT released its investigation findings on Dec. 29. On July 29, 2026, the Personal Information Protection Commission ruled that KT had failed to implement required safeguards and imposed a 53.979 billion won fine over data exposure affecting about 16,000 users. Separately, 368 subscribers incurred roughly 243 million won in fraudulent micropayments.
