IBM Secures $1 Billion U.S. Commerce Department Grant for New York Quantum Wafer Fab

One of the main barriers to moving quantum computing from the laboratory to commercial use is the large-scale production of high-quality quantum chips. The U.S. Commerce Department is supporting domestic supply chains through the 2022 CHIPS and Science Act, with funding conditional on the government receiving small, noncontrolling equity stakes. IBM's superconducting quantum technology and 300-millimeter wafer capabilities have consequently become central to the initiative.

On May 21, 2026, the Commerce Department announced plans to provide a combined $2.013 billion to nine quantum companies. IBM was awarded the largest amount, at $1 billion, while GlobalFoundries received $375 million. IBM will also contribute $1 billion in cash, technology and personnel to establish Anderon in Albany, New York, and build a dedicated quantum wafer foundry. IBM shares rose about 7.7% after the announcement.
