Taiwan Expands Sovereign AI Push Across Public Services and Finance
Taiwan’s National Development Council is coordinating the AI Ten Major Infrastructure Projects with the National Science and Technology Council, Ministry of Economic Affairs and Ministry of Digital Affairs. The Executive Yuan approved the 2025-2028 plan on Jan. 28, 2026, with more than NT$30 billion budgeted this year. The program uses sovereign AI, computing capacity and local-language data to extend Taiwan’s hardware strength into software services and industry-wide digital transformation.
On June 23, the Executive Yuan’s National Artificial Intelligence Strategy Committee designated education, healthcare, finance and justice as sovereign-AI demonstration fields. The Ministry of Education is advancing a 2026-2029 AI education program, while a Ministry of Health and Welfare-backed clinical documentation system has accumulated more than 3,000 patient records. The Ministry of Justice launched a dedicated legal large language model project on June 3, and a CTBC Financial Holding-led group of 16 financial institutions is jointly developing FinLLM.
