UK FCA Maps Open Finance Path for Smart Data and Agentic AI
Britain’s Financial Conduct Authority is seeking to extend open banking into open finance, allowing consumers and businesses to share data spanning mortgages, investments, savings and pensions with authorised providers. The shift matters because richer, permissioned Smart Data could let agentic AI compare products, automate financial tasks and deliver more personalised services, while common rules for consent, accountability and fraud controls preserve trust. Open banking already has about 17 million users in the UK, or nearly one in three adults.
The FCA published its Open Finance Roadmap on April 14, 2026, setting a delivery path through 2030 rather than a finished technical standard. Work in 2026 will prioritise SME lending and consumer access to mortgages through the Smart Data Accelerator, TechSprints and the PRISM Taskforce. The regulator plans to work with HM Treasury on options for a regulatory framework by end-2027, before schemes scale from 2028 to 2030. FCA-cited research estimates open banking and open finance could together generate £7.4 billion in annual economic benefits within five years.

The UK's Financial Conduct Authority launched the Smart Data Accelerator in September 2025 to extend Open Banking into Open Finance across a broader range of financial products. The initiative uses synthetic data and the Digital Sandbox to test data sharing. Its infrastructure design will affect API interoperability, market competition, consumer consent and the allocation of responsibility.
On February 23, 2026, Raidiam announced that it was partnering with the University of Oxford's Saïd Business School on FCA-commissioned research into centralized, federated interoperable and hybrid architectures, as well as agentic AI, distributed ledger technology, trust and governance. The value of the commission was not disclosed. The project's final report is due on March 31, 2026, and its findings will be tested with synthetic data in the FCA Digital Sandbox.
