Education Ministry Plan Offers Free Access to Paid ChatGPT and Claude With Library Cards

Most generative AI services charge monthly subscription fees, raising concerns that the cost of advanced features from ChatGPT, Claude and Gemini could create a new digital divide. The Ministry of Education is responding with its “AI in Every Library” initiative, which will provide access to paid tools through public computers at national libraries and valid library cards. Visitors will pay NT$0 to use the services on-site, turning AI resources into a public service.

The ministry plans to begin a pilot at national libraries in the fourth quarter of 2026. Holders of valid library cards will be able to use paid versions of AI tools including ChatGPT, Claude and Gemini free of charge on-site. The same model will later be rolled out to 47 national universities across Taiwan. Publicly available information has yet to disclose the procurement cost, launch date for each library or daily usage limits.
