FSC Chairman Peng Jin-lung has called for an “all-age finance” framework and urged the trust industry to shift from a product-centered model to one focused on people. The regulator said it would continue implementing its strategic blueprint for trust-business development, steering financial institutions toward service and institutional innovation that can address social challenges and provide longer-term support to customers as Taiwan’s demographic transition accelerates.

The latest policy discussion centers on gaps between insurance, trust arrangements and elderly-care services. Experts have urged legal changes allowing insurers to operate trust businesses, which could combine policies, asset management and care-related disbursements. They also proposed a three-party co-management structure involving financial institutions, care providers, and beneficiaries or their representatives. Authorities have not announced a legislative timetable, monetary eligibility thresholds or a formal implementation date.
