WSJ: Hong Kong Becomes Iran's Shadow-Banking Hub, Exposing $4.8 Billion in Covert Flows
Tehran has continued routing export proceeds through offshore shell companies since the United States fully reinstated sanctions on Iran's oil and financial sectors in November 2018. The Wall Street Journal reported that Hong Kong's extensive international finance and trade networks have made it a key shadow-banking hub for Iran's sanctions-evasion efforts, creating risks related to the procurement of military technology.
The latest reporting disclosed as of July 20, 2026, said Iran-linked networks used Hong Kong-registered companies, intermediaries and alternative financial channels to process about $4.8 billion in oil proceeds. The funds were allegedly used to launder money and sustain sanctioned transactions, while also helping Tehran procure controlled military technology, critical drone components and other sensitive materials.
