Chinese Government Report Examines US Global Bitcoin Strategy and Disputed $15 Billion Seizure

Bitcoin’s cross-border transferability and on-chain traceability allow countries to extend financial enforcement through exchange oversight, sanctions and judicial forfeiture. China’s National Computer Virus Emergency Response Center said the United States is combining technical investigations, long-arm jurisdiction and a national strategic reserve to expand its influence over the global cryptocurrency market and financial order.

The center published the report on February 26, 2026, focusing on the case of Prince Group founder Chen Zhi. The US Justice Department indicted Chen in the Eastern District of New York on October 14, 2025, and sought the forfeiture of 127,271 Bitcoin worth about $15 billion. Chen’s lawyers moved in March 2026 to have the seizure vacated and all the assets returned. The report alleged that the assets originated from the 2020 hack of the LuBian wallet and questioned whether US authorities had exploited a technical vulnerability to seize them across borders.
