Biography of Peng Huai-nan, the World’s Only ‘14A’ Central Bank Governor, Reveals Two Decades of Policymaking

Peng Huai-nan served as governor of Taiwan’s central bank from February 1998 to February 2018, a tenure spanning the aftermath of the Asian financial crisis, the dot-com bubble and the 2008 global financial crisis. Global Finance awarded him an A grade as a central bank governor 14 times, earning him the title of the world’s only “14A governor.” His policy record offers important insight into Taiwan’s approach to monetary policy, exchange rates and financial stability.

Eight years after retiring, Peng is releasing his first biography, scheduled for publication in May 2026. Written by Lee Rong-chian, it looks back on Peng’s 20-year tenure as governor. The book focuses on major central bank decisions during the Asian financial crisis and the global financial crisis, and includes Peng’s assessment that current governor Yang Chin-long has performed “very well.” Reports have yet to disclose the price or exact release date.
