U.S. SEC Names David Woodcock Enforcement Chief, Fueling Crypto Oversight Debate

The U.S. Securities and Exchange Commission’s Division of Enforcement leads investigations into securities-law violations and also influences the direction of crypto-asset regulation. Since President Donald Trump took office, the SEC has suspended or withdrawn a series of industry cases. Former enforcement chief Margaret Ryan resigned in March 2026, prompting congressional scrutiny over whether she had faced obstruction after opposing senior officials’ decisions to abandon enforcement actions.

The SEC announced on April 8, 2026, that Gibson Dunn partner David Woodcock would become director of the Division of Enforcement on May 4, with Sam Waldon serving in an acting capacity until then. Two senators asked SEC Chair Paul Atkins to explain Ryan’s departure and questioned the agency’s February 2025 decision to pause its fraud case against Tron founder Justin Sun. The SEC separately reported seven registration cases and six cases involving the definition of a broker in fiscal 2025.
