São Tomé and Príncipe: Fintech’s Development and Prospects in Africa’s Second-Smallest Nation
São Tomé and Príncipe is Africa’s second-smallest island nation, with a population of only about 230,000. Its remote location and limited market size have contributed to high transaction costs and underdeveloped infrastructure, while fewer than 25% of residents have formal bank accounts. To overcome these economic constraints, the country is actively promoting digital financial innovation in hopes that fintech can advance financial inclusion and improve public access to financial services.
According to a July 9, 2026, report by The Fintech Times, the Central Bank of São Tomé and Príncipe is leading the $2.87 million Payment Systems and Financial Inclusion Infrastructure Project, or PISPIF, with funding from the African Development Fund. The project completed contract negotiations for core technology, including an Automated Transfer System known as ATS+, in early 2026. It will introduce international systems including Visa and Mastercard to accelerate financial digitization.
