OpenAI Disrupts Cambodia-Based ChatGPT Scam Network

Cambodia’s border city of Poipet has been repeatedly linked by public reporting to scam compounds and human trafficking operations. Such networks often recruit workers with promises of legitimate jobs, then use debt bondage or coercion to force them into online fraud. The case matters because it shows how generative AI can be woven into an established criminal workflow, helping operators build fake personas, translate scripts and produce forged documents across several platforms.

OpenAI said on July 31, 2026, that it had banned a coordinated network of ChatGPT accounts very likely operating in or around Poipet after a lead from WhatsApp. The group used the models for investment, romance, gambling and law-enforcement impersonation scams, as well as fake job ads targeting people in India. OpenAI said the operation may have contacted hundreds of targets; conversations cited individual losses of thousands of dollars, though the company could not independently verify those claims or calculate total losses.
