Trump Unveils US Cyber Strategy, Bringing Agentic AI and Blockchain Into Framework for First Time

The White House views cyberspace as an arena of national competition affecting finance, healthcare, energy and supply chains. Unlike the Biden administration’s 2023 strategy, which emphasized resilience, the new “America First” approach more closely integrates offensive and defensive capabilities. It calls for proactively detecting and disrupting threats before they breach networks and using sanctions and other instruments of national power to raise the costs for adversaries. The strategy has implications for federal systems, corporate regulation and technology supply chains.

The White House released “President Trump’s Cyber Strategy for America” on March 6, 2026. It organizes resource allocation around six pillars: shaping adversary behavior, sensible regulation, modernizing federal networks, protecting critical infrastructure, securing an advantage in emerging technologies and developing talent. The document incorporates Agentic AI, PQC and blockchain security for the first time and cites the seizure of $15 billion in proceeds from online fraud as an example of enforcement. It does not specify additional funding or an implementation deadline.
