Wise Plans Renewed US Trust Bank Bid After OCC Rejection

Wise, the cross-border payments group, sought a US national trust bank charter to settle dollar payments more directly through the Federal Reserve system and strengthen its position in the world’s largest financial market. While the charter would not make Wise a conventional deposit-taking bank, it would subject the company to bank-level oversight. That made the adequacy of its anti-money laundering and countering the financing of terrorism, or AML/CFT, controls central to the application.

The Office of the Comptroller of the Currency denied Wise US Holdings’ application in a decision dated July 21, 2026, citing unresolved AML/CFT deficiencies and insufficient evidence that the proposed bank could meet heightened requirements. Wise filed the application on June 16, 2025; the following month, six state regulators reached a $4.2 million settlement over related compliance failings. Wise said on July 24 it plans to reapply under a GENIUS Act framework. Operations under licenses covering 48 states, four territories and more than 80 jurisdictions globally remain unaffected.
