Warner Unveils Broad AI Agenda Targeting Financial, Cyber Risks
Congress has yet to establish a single federal regime for artificial intelligence even as generative content, autonomous agents and frontier models spread into banking, payments and critical infrastructure. Senator Mark Warner, a Virginia Democrat and vice chairman of the Senate Select Committee on Intelligence, argues that guardrails are needed before those systems become too deeply embedded to govern. His agenda links financial stability and consumer protection with cybersecurity, labor disruption and U.S. strategic competition with China.
Warner unveiled “A Framework for America’s AI Future” on July 21, 2026, combining six new bills with planned and previously introduced measures. He said he would reintroduce the bipartisan Financial Artificial Intelligence Risk Reduction Act within weeks, requiring financial regulators to address AI-generated content that could disrupt markets. The Secure AI Development Act would mandate pre-deployment testing of frontier models led by the National Security Agency, while NIST would set standards and the Federal Trade Commission would register trusted AI agents. No overall funding figure was disclosed.
