OpenAI Targets South Korea With Cyber Action Plan to Bolster AI Security Cooperation
South Korea has become a key market in OpenAI’s Asian expansion, thanks to its high AI adoption rate, advanced digital infrastructure, mature semiconductor industry and strong developer community. As AI becomes part of the economy’s and society’s core infrastructure, the ability of governments and critical businesses to use highly capable models securely will also shape national cyber resilience and industrial competitiveness.
On May 27, 2026, OpenAI Chief Strategy Officer Jason Kwon announced The Korea Cyber Action Plan in Seoul. Incorporated into the global Daybreak initiative, the plan will provide the South Korean government and businesses with demonstrations of cybersecurity capabilities and limited access to dedicated TAC models. OpenAI also said ChatGPT has more than 900 million weekly active users worldwide and over 1 million business customers, with South Korea ranking among the global top 10 on related metrics.
