Taiwan’s Digital Ministry Unveils Sovereign AI Strategy

Sovereign AI aims to ensure that computing power, data and models are governed by domestic law and can understand local languages, institutions and values. Taiwan’s Ministry of Digital Affairs says long-term reliance on overseas data centers would constrain the government’s governance and security capabilities, making domestic computing capacity, homegrown models and the export of end-to-end services central to its strategy.

On June 30, 2026, Digital Affairs Minister Lin Yi-jing unveiled four strategies at the Sovereign AI Summit. They include using build-own-operate projects to encourage private companies to build and operate computing centers in Taiwan, with investment expected to exceed NT$100 billion and capacity to include more than 20,000 high-end NVIDIA GPUs by year-end. An AI evaluation center will also assess models’ understanding of Taiwan’s languages, society and values, while the ministry promotes financial and legal models and services overseas.
