Taiwan FSC Names Cheng-Shan Chou Innovation Chief
Taiwan’s Financial Supervisory Commission established its Department of Financial Market Development and Innovation on Jan. 1, 2025, to coordinate fintech, green and transition finance, and broader market-development policy. The director-general shapes how new financial products and technologies move from controlled trials into wider use, making the post central to the FSC’s effort to balance innovation with consumer protection and financial stability.
The FSC said on Sept. 14, 2026, that Lin Hsi-sheng would move from director-general to a counselor role and Banking Bureau Chief Secretary Cheng-Shan Chou would take over the department. Chou became chief secretary on Oct. 9, 2025, making this his second promotion in less than a year, from Grade 11 to Grade 12. He helped draft the Act Governing Electronic Payment Institutions and the Financial Technology Development and Innovative Experimentation Act, and will oversee fintech development and financial-innovation pilot programs.

Speaking at the FSC’s Ghost Festival ceremony, Peng said the regulator would advance Taiwan’s Asian asset-management hub initiative, improve the framework governing virtual-asset service providers and continue encouraging financial innovation. He also identified fraud prevention and financial inclusion as key priorities for creating a safer financial environment. The FSC did not announce specific implementation dates, funding amounts or numerical targets for the initiatives.
