Anthropic Flagship Models Set to Return After US Lifts Export Controls

Anthropic’s Fable and Mythos are regarded as the company’s most powerful AI models, but exports remain restricted because the U.S. government continues to have concerns about national security, technology leakage and the company’s alignment with White House policy. The curbs affect not only Anthropic’s overseas expansion but also the global competitiveness of the U.S. AI industry and the direction of regulation.

Anthropic has submitted a settlement proposal to the U.S. commerce secretary, pledging closer cooperation with the White House and faster action on the government’s security concerns in an effort to lift export restrictions on Fable and Mythos. Negotiations are progressing smoothly, and the Trump administration could reportedly reopen access to Fable 5 as early as next week. No exact date, eligible regions or related financial amounts have been announced.

Mythos and Fable are Anthropic’s latest AI models. The Trump administration intervened over national security risks and concerns that their safety guardrails could be jailbroken. The episode underscores government concerns about frontier-model capabilities, technology leakage and the progress of Chinese open-source AI. It has also intensified tensions between Washington’s regulatory authority and Silicon Valley’s autonomy in research and development.

The U.S. government ordered Anthropic to withdraw Mythos and Fable entirely within 90 minutes on the day the order was issued. Anthropic subsequently stopped offering both models. The U.S. Commerce Department also imposed strict licensing controls on the models. Reports have not disclosed the order’s exact date, any penalties or transaction amounts, while market attention has shifted to the potential opportunities for open-source and decentralized AI.

The U.S. Commerce Department has previously sought to constrain advanced AI development largely through controls on chips and equipment. This marks the first time it has extended export restrictions directly to software models. Fable 5 and Mythos 5 were targeted because their advanced cybersecurity reasoning capabilities were seen as potentially useful to foreign nationals seeking to exploit vulnerabilities, establishing a policy precedent.

The Commerce Department sent Anthropic a letter on June 12 barring foreign nationals from accessing Fable 5 and Mythos 5, forcing the company to suspend the services worldwide. Telecommunications operators in Europe, Canada and South Korea were also affected. Anthropic has sent senior executives to the White House for talks, but Mythos 5 remains offline. Officials have not announced a timetable for lifting the restrictions or disclosed any amount involved.
