OpenAI Pledges Responsible Texas AI Infrastructure in Letter to Abbott

Texas is the launchpad for OpenAI’s Stargate infrastructure push, announced in January 2025 with plans to invest $500 billion across the United States over four years and deploy $100 billion initially. The buildout has sharpened scrutiny of data centers’ electricity and water use, grid reliability and effects on household bills, prompting Governor Greg Abbott to demand that operators cover project-related infrastructure costs and protect neighboring communities.

In a letter dated August 7, 2026 and published August 10, OpenAI told Abbott it would fund the infrastructure required for its projects, support new power generation and use water-efficient cooling, including closed-loop systems. The company also pledged timely disclosure of electricity and water use, infrastructure investment, public incentives and community protections while coordinating with the Public Utility Commission of Texas, ERCOT, utilities and local leaders. OpenAI disclosed no new investment amount in the letter.
