Chang Hwa Bank Opens High-Net-Worth Wealth Center and Launches TISA Program
Chang Hwa Bank established its high-net-worth services team in March 2018 and formally launched Wealth Management 2.0 on October 20, 2025, for clients with net financial assets of at least NT$100 million. Its entry into the Financial Supervisory Commission’s Kaohsiung pilot zone for the Asian Asset Management Center reflects state-owned banks’ expansion beyond traditional wealth management into investment and financing, tax, trust and family succession services. It also aligns the bank with the TISA policy of encouraging long-term investment.
Chang Hwa Bank received approval on February 4, 2026, to conduct pilot operations in the Kaohsiung zone and opened its High-Net-Worth Wealth Management Center at the Yancheng Branch on March 26. Its services focus on premium and insurance-policy financing, loans secured by beneficial interests in trusts, and family-office services. The bank also began selling TISA funds on March 19, with a minimum monthly online investment of NT$1,000. Subscriptions made by June 30 are exempt from subscription fees and trust-management fees.
