Finland Joins US-Led Pax Silica Framework to Strengthen AI and Chip Supply Chains

Pax Silica is an international strategic partnership framework launched by the United States in 2025. It connects the semiconductor, critical minerals, energy, telecommunications network and AI infrastructure sectors, with the goals of protecting sensitive technologies and building trusted digital infrastructure. With technology companies such as Nokia and strong research capabilities, Finland’s participation could give its businesses greater access to US high-tech value chains and financing opportunities.

On April 16, 2026, Finnish Minister of Economic Affairs Sakari Puisto signed the declaration on behalf of the government in Washington. Finland became the 14th signatory and the second European Union member to join after Sweden. Finland’s Ministry for Foreign Affairs and Ministry of Economic Affairs and Employment jointly announced that the cooperation would cover chips, critical minerals, energy and AI. No new investment amount or specific funding timetable was disclosed.
