An investigation found that Silicon Valley executives used a super PAC to sway public opinion with messaging about a “China AI threat.” They are seeking to shape legislation before the November 2026 midterm elections and reduce technology companies’ liability for data use.

The latest investigation found that OpenAI co-founder Greg Brockman and others funded TikTok creators, paying $5,000 per video to promote claims that Chinese AI could threaten U.S. personal data and national security. The content was allegedly intended to influence regulatory policy and election issues in 2026. OpenAI said such political donations and advocacy were personal actions by executives, not company decisions.
