Putin Orders Development of Sovereign Russian AI Model, Targets Nationwide Adoption by 2030

Russian President Vladimir Putin has designated artificial intelligence a strategic technology critical to national sovereignty and competitiveness. He has called for foundational language models controlled independently by Russian companies to reduce reliance on foreign technology, support key sectors including manufacturing, education and defense, and strengthen data and technology security.

Putin has ordered work on a “sovereign Russian AI model” and set 2030 as the target for widespread use of artificial intelligence across the country. The initiative covers industry and the public sector, but as of the report’s publication, the Kremlin had not named the companies responsible or disclosed a phased timetable or budget.
