Scroll Moves to Cut Costs After Top Protocol Migrates to Optimism
Scroll is an Ethereum Layer 2 network that uses zero-knowledge proofs to scale the blockchain and relies on decentralized applications to generate capital inflows and fees. Its largest source of fees, crypto neobank Ether.fi, moved to Optimism’s OP Mainnet, taking users and liquidity with it and highlighting how the migration of a core protocol can quickly throw a public blockchain’s revenue and governance costs out of balance.
On April 14, 2026, Scroll DAO said it would propose dissolving its Security Council and transferring control of the network to an internal team. It also plans to dismiss several contributors and scale back its operating committee, with the handover expected to be completed within 10 days. Ether.fi migrated about two months earlier, taking roughly 300,000 accounts, nearly $160 million in TVL and $13 million in annualized fees, leaving Scroll with about $23 million in TVL.
