US Senators Unveil Bill to Bolster AI Leadership and Protect Children

Generative AI chatbots have become part of children's learning and everyday interactions. Risks including inappropriate content, addictive design, emotional dependency and the use of personal data for targeted advertising have prompted bipartisan efforts in Congress to establish safeguards. The legislation seeks both to strengthen protections for minors and to coordinate federal policies on research and development, procurement and governance, reflecting Washington's attempt to balance innovative competitiveness with public safety.

On April 28, 2026, Senate Commerce Committee Chairman Ted Cruz and three other senators introduced S. 4407, the CHATBOT Act. It would require children under 13 to use family accounts and establish parental-consent and monitoring requirements, as well as a ban on targeted advertising. On April 27, Representatives Ted Lieu and Jay Obernolte introduced AI leadership legislation consolidating more than 20 proposals covering AI evaluations, research and development, procurement and deepfake prevention.
