Hong Kong, Malaysia Unveil Dual-Listing and Cross-Border Fund Framework

Hong Kong and Malaysia are moving to deepen links between their capital markets through regulatory cooperation. The Securities and Futures Commission of Hong Kong, or SFC, and the Securities Commission Malaysia, or SC, are establishing arrangements for mutual recognition of funds and streamlined dual listings. The framework is intended to widen investment choices, improve cross-border market access and encourage issuers and asset managers to participate in both jurisdictions.

The regulators have signed a memorandum of understanding covering cross-border fund recognition and a simplified mechanism for companies seeking listings in both markets. The streamlined dual-listing arrangements are expected to take effect in September 2026, with the goal of reducing duplicative reviews and procedural burdens. The SFC and SC have not disclosed the number of eligible funds, targeted fundraising volumes or the value of assets expected to be covered.
