OKX and HashKey Invest in Vietnam Crypto Exchange CAEX to Support License Bid
Retail cryptocurrency trading is active in Vietnam but has largely taken place through offshore platforms. On September 9, 2025, the government brought Resolution No. 05/2025/NQ-CP into force, launching a five-year pilot for the crypto-asset market. The program requires licensed operators to conduct business domestically to strengthen investor protection, anti-money laundering controls and trading oversight.
On April 10, 2026, OKX Ventures and HashKey Capital announced an investment in CAEX, which was founded by VPBankS and LynkiD. They joined other shareholders in injecting capital in April to help CAEX meet the minimum capital requirement of 10 trillion Vietnamese dong, or about $380 million, and apply to participate in the government pilot. The parties did not disclose their individual investment amounts.
