FinregE Sets Five-Pillar Roadmap for UK Financial AI Adoption
HM Treasury published its Financial Services AI Adoption Plan on July 14, 2026, following work led by AI Champions Harriet Rees of Starling Bank and Dr Rohit Dhawan of Lloyds Banking Group. The plan contains 10 recommendations spanning regulatory clarity, the regulatory perimeter, resilience, skills and agentic payments. The stakes are high: about 75% of UK financial firms use AI, while regulated financial advice reaches only around 9% of adults, underscoring the need to expand innovation without weakening consumer safeguards.
FinregE on July 23 outlined five implementation pillars: Comprehensive Inventory, Strategic Alignment, Operational Mapping, Holistic Assessment and Governance by Design. The regulatory operating system provider said firms should catalogue internal and third-party AI uses, map them to obligations and customer outcomes, connect policies, risks and controls, assess technological and regulatory changes together, and embed auditability and human oversight from the outset.
