Taiwan’s Digital Ministry Unveils Public-Sector AI Talent Guidelines, Dual-Track Certification

Taiwan’s Ministry of Digital Affairs has released a beta version of its Guidelines for Recognition of AI Talent in Public Service to strengthen the public sector’s ability to use artificial intelligence. The framework divides competencies into three categories — policy planning, application and development — and establishes consistent standards for training and recognition. It aims to improve civil servants’ AI literacy, policy governance capabilities and administrative efficiency.

The guidelines set out eight standard course modules and introduce a dual-track system combining government training with private-sector professional certifications, allowing integration with resources from providers such as AWS and Google. The ministry also plans to create talent profiles recording coursework, certifications and practical experience, giving government agencies a basis for developing and deploying AI personnel.
