Taishin Shin Kong Cybersecurity Executive Urges Companies to Redefine Security Investment and Budgets

Companies often treat spending by cybersecurity departments on firewalls, EDR or SOC systems as their entire security budget. Fang Chen-wei, senior vice president in Taishin Shin Kong Financial Holding’s Information Security Department, said that approach excludes investments in backups, data centers, power supplies and equipment replacement. Without a consistent accounting scope, even claims that cybersecurity represents 10% of IT budgets offer no meaningful basis for comparing risks or resource allocation.

At the CYBERSEC Taiwan conference held from May 5 to 7, 2026, Fang proposed a three-tier framework covering dedicated cybersecurity tools, system availability and indirect security investments. He also called for priority to be given to strengthening EDR/XDR, log analysis, detection, response and recovery capabilities. The report was published on May 12, but no figures for Taishin Shin Kong Financial Holding’s actual budget were disclosed at the event.
