Taiwan FSC Eases Insurance Executive Qualifications to Cover 12 Professional Fields, Including Digital and Sustainable Economies
As insurers pursue digital transformation, sustainable finance and healthcare services for an aging population, eligibility rules based solely on traditional insurance experience make it harder to recruit professionals from other fields. Taiwan's Financial Supervisory Commission therefore plans to amend regulations governing the qualifications, concurrent-post restrictions and compliance requirements for insurance executives. The changes would allow people with at least 10 years of experience in designated professions to serve as vice presidents, assistant vice presidents or managers, helping the industry meet its transformation needs.
The FSC announced the draft amendments on May 8, 2026, opening a 60-day public-comment period, with implementation possible as early as the end of July. The number of eligible professional fields would increase from seven to 12. In addition to information technology, technology, law, e-commerce, the digital economy, finance and accounting, and human resources, the list would add healthcare, investment, marketing, real estate and the sustainable economy. The regulator could subsequently adjust the scope through interpretive orders. No monetary amount is involved.
