Jensen Huang Urges US-China AI Safety Talks, Says Export Controls Cannot Block China’s Computing Capacity

NVIDIA is a key global supplier of accelerated computing technology for AI, while the U.S. government continues to restrict exports of advanced chips to China to prevent their use in military and high-performance computing applications. China was a major market for NVIDIA. The export controls have not only reduced revenue but also tested the company's efforts to balance national-security responsibilities with its global commercial strategy.

At NVIDIA's annual shareholder meeting on June 25, 2025, Chief Executive Jensen Huang said national security would always come first and that the company would fully comply with U.S. export rules. After the United States restricted sales of H20 chips to China in April, NVIDIA recorded a $4.5 billion charge, while about $2.5 billion of additional products could not be shipped. Huang nevertheless stressed the Blackwell architecture's return on investment and technological advantages.
