Taiwan Cybersecurity Agency Expands CISO Forum to Focus on Government-Wide Defense and AI Agent Risks

Taiwan’s government cybersecurity defenses were previously driven mainly by the Executive Yuan and local governments, leaving governance gaps in coordination across the five branches of government. The National Security Council unveiled the “National Cybersecurity Strategy 2025 — Cybersecurity Is National Security” in 2025. Under the National Cybersecurity Development Program for 2025–2028, the Administration for Cyber Security is also advancing whole-of-society defense, critical-infrastructure resilience and the use of AI in cybersecurity, elevating the issue into a national collective-defense priority.

The Administration for Cyber Security under the Ministry of Digital Affairs held its 2026 government-agency chief information security officer forum on May 6, 2026. For the first time, the event brought together cybersecurity chiefs from the Presidential Office, the National Security Council and all five branches of government, expanding beyond its 2025 focus on Executive Yuan agencies and local governments. Participants warned that agentic AI systems such as OpenClaw could create security vulnerabilities if granted elevated system privileges. They also discussed using AI to strengthen threat detection and cross-agency incident response.
