TikTok Seeks Brazilian Banking and Payments Licenses in Digital Finance Push
The widespread adoption of Brazil’s Pix instant-payment system and digital banks gives social media platforms an opportunity to connect user traffic, e-commerce and financial services. ByteDance launched Douyin Pay in China in 2021 and announced on December 3, 2025, that it would invest more than 200 billion Brazilian reais in a Brazilian data center. TikTok’s move into finance would put it in direct competition with Nubank, the country’s largest digital bank.
On March 31, 2026, TikTok applied to Brazil’s central bank for two licenses. An electronic money issuer license would allow it to offer prepaid accounts, payments, receipts and money transfers. A direct credit company license would let it lend its own funds or facilitate loans, but not accept deposits from the public. ByteDance Global Head of Payments Baohua Liao met central bank Governor Gabriel Galipolo the same day. Both applications remain pending approval.
