AI Factory Era Pushes ODM Server Supply Chain Battle Into L11 and L12

AI server procurement is shifting from individual machines to full racks, clusters and pods, pushing competition beyond L6 assembly into L11 and L12 system integration. Power, liquid cooling, networking, rack engineering and factory acceptance testing must now be completed at the factory. This is turning ODMs from contract manufacturers into AI infrastructure integrators and reshaping the pricing power and valuations of Quanta, Wistron, Wiwynn and Hon Hai.

Topology Research Institute released a report on April 15, 2026, with TechNews publishing highlights on April 24. The report said L11 and L12 had become the main battleground in the AI factory supply chain after U.S. cloud service providers raised capital spending. It focused on North American CSP capital expenditures from 2024 to 2026 and the supply landscape for NVIDIA's GB and VR series, but did not disclose orders or investment amounts for individual ODMs.
