Taiwan FSC Launches Financial Carbon Checkups, Tightens Online Lending Fraud Controls

Taiwan's Financial Supervisory Commission is using its regular meetings with domestic bank presidents to coordinate support for small and medium-sized enterprise financing and industrial transformation. The Small and Medium Enterprise and Startup Administration under the Ministry of Economic Affairs is promoting “financial carbon checkups” to help micro, small and medium-sized enterprises assess emissions, transition costs and financing needs. Fraud rings' exploitation of online personal loans has also made credit-risk controls and customer protection regulatory priorities.

At its 61st meeting on June 16, 2026, the FSC set a record full-year target for domestic banks to increase SME lending by NT$500 billion. Outstanding loans reached NT$11.0393 trillion at the end of March, up NT$150.9 billion in the first quarter and meeting about 30% of the target. The FSC also recognized top-performing banks and directed lenders to strengthen internal controls for online loans to prevent borrowers from being induced to transfer the proceeds to fraudsters.
